Minutes of the Council Meeting held on 12th September 2024 having been circulated were taken as read and signed by the Chair.

REPORTS FROM COUNTY COUNCILLOR / DISTRICT COUNCILLOR

County Councillor Connett reported that he was giving a donation of £500 to the Whitestone Parish Hall in answer to their appeal for funding for a new piano.

District Councillor Lane said that he was also was giving a donation of £150 for the same appeal and reported on a damaged embankment in Pound Lane and on investigations he had made regarding rubbish bins at Gratton House. 

PLANNING - Applications can be viewed on line by going into the public access system at Teignbridge Planning following the directions giving the application reference. The following applications having been received from Teignbridge District Council with a request for comments were examined and responses were sent which can be viewed on Teignbridge District Council Planning site.

Planning Applications

24/01460HOU Installation of a domestic 12kw air source heat pump at Gratton House

The Parish Council have no objections to this application and support the installation of the domestic air source heat pump

Grant of Conditional Planning Permission

24/01220/FUL Erection of garage and change of use of land to garden land at Tor View.

24/00503/FUL Installation of four glamping pods for overnight guest use, associated decking, footpaths, parking & turning area, storage hut, secure bicycle storage and recycling/refuse storage and associated works at Oak Tree Farm

Enforcement updates

Hackworthy Farm has been investigated by Enforcement and it has been reported that there is no planning breach at this time.

MATTERS FOR DISCUSSION

2 School Houses

It was reported that a new tenant had moved into the house today as arranged through Winkworths, the Letting Agents.

Community Garden and Bus stop area

Cllr Belt reported that the Grant of £150 from Wild About Devon Fund had been used to purchase plants for both these areas and these had now been installed. Details of the purchases will be passed to the Wild About Devon Fund by Cllr Stott.

Annual Playground Inspection

Cllr Baxendale Nichols circulated an estimate which she had obtained for repair works necessary for the play equipment at the Park and this will be addressed at the November meeting. It was requested that Henry Netherway should also be approached to ask if he would like to quote for the work required.

Having a gov.uk domain

Cllr Baxendale Nichols distributed some estimates which she had obtained regarding setting up this domain and requested that Councillors examined in order to make a decision at the November meeting.

MATTERS RAISED BY THE CHAIR

Cllr Baird raised the question of a complaint received regarding tractors speeding through Whitestone and Cllr Evans reported that he had been in touch with the residents who had made a complaint after their car was damaged. The residents had been in touch with the Police and their insurance company and it is understood that the matter is in hand.

Cllr Baird reported that there will be a session on CPR and Defib training given by the Devon Air Ambulance on the morning of Saturday 19th October from 10.30 to 12 which is open to all residents.

Cllr Baird raised the subject of a youth council being formed. This will be addressed at the November meeting.

The following expenditure was proposed and seconded for payment. All in favour and the cheques were signed by Councillors Baird and Belt.

Whitestone Parish Hall £742.61 (includes £416.00 for Parish Pals meetings)

LC Electrical £975.40 (Electrical works carried out at 2 School House £706.85 + £268.55)

The meeting was closed to allow Ms Watkins who entered the meeting room at 9.15pm to appeal for funding for the replacement of the piano at the Parish Hall and she gave explanations of the costing which it was anticipated would be in the region of £950.00. It was agreed that a request for £300 would be placed on the Council agenda for the November meeting.

The meeting then reconvened and a letter from Dr Jane Richards (Chair of the Parish Hall Committee) was read requesting that the Parish Council give a donation of £300 to £400 towards the cost of work which had been necessary to fund extensive work on the floors of the main hall and green room at the Hall. It was agreed that this request would be placed on the agenda for the November meeting.

REPORTS

It was suggested by Cllr Baxendale Nichols that a “Love the Park Day” should be organised in the Spring for all residents to attend.

Cllr Belt expressed concerns of the ongoing activities at Three Corners, also the trailer in the field next to Homedale.

Cllr Taylor mentioned some highways issues within the Parish.

The meeting closed at 9.30pm
