Minutes of Parish Council at Whitestone Parish Hall at 7.30pm on Thursday 6th November 2025.

Attendance: Chair – Cllr T Baird

Mrs P Vaughan, Clerk to the Council.

75 Cllr Baird opened the meeting and the minutes of the Council Meetings held on 9th October 2025 having been circulated were taken as read and signed by the Chair.

76 MATTERS RAISED BY THE CHAIR

Cllr Baird reported items at 1 and 2 School Houses which were in need of repair and this was being dealt with through the auspices of the Letting Agents

77 PLANNING

77.1 Refusal of planning permission

Construction of a new farm building and farm access at Rowhorne Farm, Nadderwater

78 MATTERS FOR DISCUSSION

78.1 Request for a Grant to Parish Pals.

Request for donation of a grant to Parish Pals for their weekly meetings at the Parish Hall was discussed and it was proposed and seconded that a grant to the value of £200.00 should be made. All in favour (cheque no 833)

78.2 British Legion Poppy Appeal

The Council discussed a donation to the Royal British Legion Poppy Appeal and it was proposed and seconded that a grant to the value of £50.00 should be made. All in favour (cheque no 834).

78.3 Improvements at bus stop area

Still ongoing with Cllr Belt investigating the issues with trees. Cllr Belt reported that there will be a Remembrance Service held at the Whitestone Bus stop on 11th November at 10.45am followed by a cup ot tea at the Hall.

78.4 Crossway Park

Cllr Taylor reported on the area at the Park and it was requested that there is some topsoil needed and plants to enhance the area. It was noted that an inspection of the playground is organized through our Insurers and takes place on a yearly basis.

78.5 Donation to Parish Hall Committee for kitchen refurbishment

To be discussed at the December meeting.

79 FINANCE

79.1 Precept for 2026/27

Lengthy discussions regarding the Council finances were held as the Precept will need to be finalized at the next meeting.

Income

79.2 2 School Houses rental to 7th November 2025 £1,050.00 - £126.00 (includes £21.00 VAT) = £924.00

79.3 1 School Houses rental to 2nd December 2025 £950.00 - £114.00 (includes £19.00 VAT) = £836.00

79.4 CIL Payment £202.52

79.5 Teignbridge District Council (ref: CCF Parrott) £200.00

Expenditure

The following expenditure was proposed and seconded for payment. All in favour and the cheques were signed by Councillors Baird and Belt

79.6 L Blades – £379.35 (Lengthsman £229,35 Grass Cutting £150.00)- cheque no 831

79.7 T W Woodley (Allsorts) £80.00 (5 weeks cleaning of Whitestone Park Toilets) cheque no 832

80 REPORTS

81.1 Cllr Lang reported that the VAR report within the Parish is to be updated and also requested that residents should report potholes within the Parish.

81.2 Cllr Belt will be reporting the road conditions at City View to Highways and also noted that the hedges between Nadderwater and Whitestone Cross were in need of cutting.

81.3 Cllr Taylor noted that Heath Lane has been patched.

The meeting closed at 9.05pm.
